Just because the breakers in a panel were made by different manufacturers doesn't mean they are wrong. Look at the breaker type and see if it's allowed ( check it against the list on the paper label).

Surface mount commercial panels come as all separate components (enclosure, guts with dead front, and door/cover) and are installed in different phases of the projects, so that is not any different than a residential panel that comes as an all included unit.
