Every world we make a nether hub/tunnel system to use portals to get around, and in 1.13 i would say 25% of the time when you take the portal to the nether there are overworld mobs standing in the nether side.

However because I am building a series of towers to contain the portals which don't reach the top of the nether I was wondering if it would be possible to build tunnels just above the bottom bedrock layer instead.
