Phenomena like the Auslautverhärtung shifted some written s spoken [z] back to [s], and other phenomena made sure that a written s stayed [s] for quite a while, cf Stein.

The letter s is used for initial /z/ and final /s/ in German, because they are distributed complementarily (if initial /ts/ is exempt). Alas, in medial position, i.e. between vowels, both /s/ and /z/ occur (also /ṣ/ and /ẓ/, Eisenberg says) – and /ts/ etc. Single s is reserved for /z/ here, doubling implies short vowel.

However being a German native from Bavaria, I find it very artificial to use this expression and believe this is not proper German. The normal rules for doubling consonants after short vowels apply, however, ss is used instead of ßß, e.g., so instead of blaßß and haßßen (both with short a, voiceless s) we write blass and hassen.
