If Location Setting is off, there's no way to use the GPS in any app and, AFAIK, while the GPS can be turned on/off by apps, this Location Setting cannot, so it exists to give you, the end user, the final say so over whether you want your location info to be available to apps on your phone or not.

If I tap on the "Mode," there's "High accuracy" (which uses a combination of GPS, Wi-fi, and mobile networks), "Battery saving" (which uses only Wi-fi and mobile networks, and not GPS), and "Device only" (which uses only GPS).

2015年5月21日 · If it's truly the GPS indicator, it should be appearing and disappearing on its own, since the GPS radio is only intermittently turned on (when apps need it). If it's persisting until you clear it, then it's an app notification. The Samsung GPS icon is a little different from the stock Android one--the inner circle is bigger on the Samsung icon.
