Totally safe if you decide to stay in a neighborhood. It’s an easy short walk to old town. Hope this helps.

If you are going to stay on the Malecon make sure your room has a nice view of the Malecon from your window or terrace as that's the prime reason for being there.

Blexie tours. Nice air conditioned car and walked around old Havana. The tour was about seven hours.

The El Malecon is a long broad walk along the sea coast, Ideally for a short picnics. There are no restaurants save some quick eating places, cafes, opposite the Maliba Cohiba hotel. But near to the hotel there is a quiet semi formal restaurant not very well advertised.Turn right as you exite the hotel, about ten minutes walk, turn right at the first turn there is a restaurant ( I have forgotten its name the front desk at the hotel was of assistance by reserving a table for us). It's upstairs on the left side of what seems to be a house, The food is delicious. But there is no entertainment. For starters we(2) had appetizers, wine and and lobster tails beautifully prepared, had to forego the deserts. The cost was equivalent to about $70 Can excluding tip. we went back a few nights and the reception was fantastic. Because of the original tip?? whatever the menu, the food is delicious.
