I don't know what the fees are, but I goggled it and found you can call Chelan County PUD at (509) 661-4551 between 8 a.m. and 5 p.m., Monday through Friday.

It depends on the time of year. In the height of summer there is usually a burn-ban in effect, so no open flames are allowed. Other times of the year, you can do a fire in an approved fire pit, or bbq on site. You can call the site to ask ahead of time.
